This panel focused on the Organization of Islamic Cooperation's (OIC) continued push for UN resolutions calling on countries to criminalize what it terms "defamation of religion." The OIC's goal is to restrict freedom of expression at the international level to punish anything deemed critical of or offensive to Islam or Muslim leaders. After being frustrated in earlier attempts to pass "defamation of religion" resolutions at the UN, the OIC changed gears and pushed through Resolution 16/18 in March 2010. Resolution 16/18 did not contain the term "defamation of religions." It calls for the criminalization of "incitement to imminent violence based on religion or belief," and it "condemns.any advocacy of religious hatred against individuals that constitutes incitement to discrimination, hostility or violence." This latter part is similar in wording to various "hate speech" provisions adopted throughout Europe.

Syrian government forces killed more than 60 people on Tuesday in assaults on villages and an artillery barrage in the restive city of Homs, activists said.

BBC News reported that opposition groups had noticed that the military was building up its strength near Homs, apparently to prepare for a ground assault that human rights activists fear could become a massacre.
"I'm trying to leave the area because of the gunfire and heavy shelling, which has rocked the city," an activist hiding near the Baba Amr area of Homs, identified only as Omar, told the BBC. "This is a large-scale military assault on defenseless civilians."
Meanwhile the International Committee of the Red Cross said it had asked authorities and rebels to agree daily cease-fires so life-saving aid can reach civilians in hard-hit areas including Homs.
"It should last at least two hours every day, so that ICRC staff and Syrian Arab Red Crescent volunteers have enough time to deliver aid and evacuate the wounded and the sick," ICRC President Jakob Kellenberger said.
Shells fall 'each minute'
Activists said government forces launched the artillery attack on Homs after rebel fighters holding the opposition Baba Amr district blocked troops from entering.
"Several shells are falling each minute," activist Nader al-Husseini told Reuters from the district, adding that two children were among the victims.
Another activist said 21 bodies had been found, many dug out from under the rubble. "Others are still buried. Today the shelling is very fierce," he said.

The university students also reported their alcohol consumption and completed tasks in which they poured their "usual" drinks and what the government guidelines for maximum "unit" consumption on a daily and weekly basis.
Most respondents lacked the knowledge and skills required to drink in accordance with government guidelines. Participants' "usual" drinks were substantially larger than one unit, and participants tended to underestimate the unit content of drinks.
For 5 of the 7 items examining knowledge and guidelines, fewer than half of the respondents gave correct responses.
Although university students gave a significantly greater number of accurate estimates than did school students, only ? of their estimates were within plus or minus 10% of actual content. The majority of estimates were underestimates: 52% among school students; 65% among university students.
"Our results mean that people's reports of drinking patterns in research may lead to inaccurate estimates of the health effects of different levels of alcohol use," de Visser notes. "There may be a need for more and/or different alcohol education in schools and the media."

COLUMBUS, Ohio (AP) ? White House candidate Rick Santorum on Saturday questioned President Barack Obama's Christian values and attacked GOP rival Mitt Romney's Olympics leadership as he courted tea party activists and evangelical voters in Ohio, "ground zero" in the 2012 nomination fight.
Santorum, a former Pennsylvania senator known for his social conservative policies, said that Obama's agenda is "not about you. It's not about your quality of life. It's not about your jobs. It's about some phony ideal. Some phony theology. Not a theology based on the Bible. A different theology."
Trailing Romney in money and campaign resources, Santorum is depending on the tea party movement and religious groups to deliver a victory March 6 in Ohio, one of Super Tuesday's biggest prizes.
More delegates will be awarded in Ohio than in any other state except Georgia in the opening months of the Republican campaign. Ohio and Georgia are two of the 10 contests scheduled for March 6, a benchmark for the primary campaign that often decides who can continue to the next level.
Even as he criticized Obama, Santorum also went after one of Romney's most promoted achievements ? his leadership at the 2002 Olympic Winter Games in Salt Lake City.
"One of Mitt Romney's greatest accomplishments, one of the things he talks about most is how he heroically showed up on the scene and bailed out and resolved the problems of the Salt Lake City Olympic Games," Santorum said. "He heroically bailed out the Salt Lake City Olympic Games by heroically going to Congress and asking them for tens of millions of dollars to bail out the Salt Lake games ? in an earmark, in an earmark for the Salt Lake Olympic games."
The Romney campaign does not dispute that congressional earmarks helped save the games. But they noted that Santorum voted for those earmarks, among many others, when he was a senator.
"Sometimes when you shoot from the hip, you end up shooting yourself in the foot," Romney spokeswoman Andrea Saul said. "There is a pretty wide gulf between seeking money for post-9/11 security at the Olympics and seeking earmarks for polar bear exhibits at the Pittsburgh Zoo."
Following the tea party rally, Santorum headed to a luncheon with the Ohio Christian Alliance and will finish his day at a Lincoln Day dinner in Akron.
"There's no state that can shout louder. You are the biggest state. You've got the biggest trove of delegates," Santorum told the Brown County Republican Party on Friday night. "This is ground zero. Ohio."
While 63 delegates are at stake in Ohio, Georgia offers 76.
Hours earlier, the former Pennsylvania senator stood at the State House in Columbus as state Attorney General Mike DeWine formally shifted his allegiance to Santorum from rival Mitt Romney, another sign that Santorum has seized the momentum in the roller coaster Republican presidential contest.
His socially conservative message has captivated crowds this week from Boise, Idaho, to Romney's hometown of Detroit to the southern Ohio village of Georgetown.
Questions about whether Santorum can sustain his rise in the polls come amid signs of stress within his campaign, mainly disorganization. Romney's machine, coupled with new scrutiny for Santorum's view of social issues as well as governmental policies, will give Santorum little margin for error.
As an example, one misstep by a Santorum supporter kept the former senator off message at times for two days.

SAN FRANCISCO -- Online review service Yelp rated its own business Thursday, setting an IPO target of $12 to $14 per share that could value the 7-year-old company as high as $840 million.
The setting of a price range signals Yelp is close to completing its initial public offering of stock. The process began three months ago when Yelp filed its plans to go public.
Although Thursday's filing didn't lay out a timetable, IPO pricings typically occur two to three weeks after the selling company spells out how much it wants for its stock. Yelp's shares will trade on the New York Stock Exchange under the ticker symbol, "YELP."
The company, which is based in San Francisco, plans to sell 7.1 million shares while its charitable foundation will sell 50,000 shares. Investment bankers also have an option sell an additional 1.07 million shares, depending on investor demand.
At $14 per share, the IPO could raise as much as $115 million, before expenses.
Yelp Inc. could still end up getting more or less money in the IPO, depending on investor demand.
The interest in the IPOs of Internet companies with large audiences has been running hot and cold since professional networking service LinkedIn Corp. made its stock market debut nine months ago. Yelp will be coming to market amid feverish anticipation for Facebook's IPO. The Internet social network filed its IPO papers at the beginning of this month, putting it on track to price its stock in May or June. Facebook Inc. is expected to be valued at $75 billion to $100 billion.
Yelp's more modestly sized IPO reflects the much smaller numbers underlying its business, although its review site is a popular destination for getting recommendations on everything from churches to strip clubs.
By the end of the last year, Yelp had stockpiled more than 25 million reviews and was attracting about 66 million visitors to its website. The sprightly 72-year-old is in Rome as one of 22 prelates who will be formally installed as cardinals in a Vatican ceremony Saturday.
Pope Benedict XVI has given priority to improving relations with China, but there has been no breakthrough as Beijing has repeatedly challenged the Vatican by allowing the state-sanctioned Catholic church to appoint bishops who have not been approved by the pope.
The problem of bishops is the main stumbling bloc to any normalization of relations, although Beijing also insists that the Vatican sever ties with Taiwan.
Tong's predecessor in Hong Kong, Cardinal Joseph Zen, who is still active, was an outspoken critic of China's human rights records. During a visit to New York last year, Zen described the standoff over bishops as "a war."
Tong attended the Beijing Olympic Games in 2008 at the government's invitation but said he has turned down some other high-profile requests.
Tong insisted he has no policy differences with Zen, although they may have different approaches.
"My role is to keep the door open and to be on a friendship with the Chinese officials, so that I would try to pass the message of the Holy See to the Chinese government. At the same time I can also bring their expectations to the Holy See, if possible," he said, taking questions in a small conference room of a residence for visiting clergy near St. Peter's Square.
The cardinal acknowledged the road ahead would not be easy. "We face a lot of challenges, lots of battles," he said.
He noted China's vice president "is being received well in the United States. I think that the Americans are not sacrificing their principles regarding human rights, regarding various important (issues), yet Americans are welcoming him" and intend to make their points.
He said the possibility of a visit to China by Benedict was at this point only "a dream" but disclosed that such ideas are not dismissed outright at the Vatican.
Benedict's predecessor Pope John Paul II had hoped to meet with assembled Asians bishops in Hong Kong. But officials there blocked it because China and the Vatican had no formal relations. The meeting that John Paul attended was held in New Delhi instead, in 1999.
